    Ok, here is the proposal…

    For every Cig sold, there should be a 5 cent core charge. You get the money back when/if you return the butt to a return center. Just think, if you needed a Coke, you could pick up 20 cig butts and get it for free! It would be an incentive not to toss them, and to pick them up! YaaaH!
